I'm not sure what you mean exactly but, you need to get adobe flash, read some tutorials on how to use it and once you have a finished animation you have to export it from within flash under "file" as a .swf then you can submit the .swf file to the NG portal.

i only have the trial version whose month of the time you can use it has been over since i-dont-know-for-how-long and i dont have the 300 buks i nead to pay for the original version... so its kinda not working what your saying, sorry for saying this.
